  Safety for Youth Hockey Players  



Representative Hansen introduced a bill to monitor carbon monoxide levels at hockey rinks to prevent players being affected by carbon monoxide poisoning. The gas is produced by older 'zamboni' machines as they clean the ice between periods and has caused incidents of significant illness to players. The bill failed to pass in the last hours of the session because the cost out of the finance committee was set at $300,000.

  A successful conclusion to the need for capital funding support to West St Paul homeowners for mandated sewer repairs

Many homeowners in the northeastern quadrant of the city face an average repair bill of $5,000 to fix problems with sewer and water lines. Representative Hansen is working to add assistance to homeowners in the form of matching grants, up to $2,000 per household. This is the assistance formerly available under Met Council funding. Assistance will come through a state bonding bill.

  Economic stimulus measures  



Tax incentives for investments in green economy and biotechnology were included in legislation passed during the last session. This legislation also included tax relief and tax credits for small businesses.

  Energy and Conservation  



One of my priorities for legislative action was focused upon energy conservation. When using public dollars, it is important to include energy efficiency inducements in order to lower ongoing costs. Prime areas for consideration are schools and older homes. Federal stimulus dollars may be used for this purpose; we are working hard to bring them to Minnesota so that folks can return to work. The priority within the research arena is the most efficient way to move energy from the source of generation to the user. Power must be carried from its source - coal, nuclear, wind - to the user; creating moreefficient transmission methods can result in significant energy savings.

  Transportation Infrastructure  



Mass transit is seen increasingly as a priority need for our region and for the state. LRT construction will begin in St Paul, featuring a trasit hub for bus, rail and train at the Union Station. In our district funds were allocated for a transit corridor study for our side of Dakota County. That study should be complete within a year and we then would move forward with fund acquisition. Locally, the Wakota bridge will be completed in July and work on the Lafayette Bridge will begin in 2011. A design improvement won by local legislators was the addition of a transit-ready corridor on the bridge as well as walk and bike ways.

  South St Paul Levy Capital Funding Needs  



State funding has been allocated to help with the requirement of re-certification of the levy. The need to replace the pumping station met the three criteria of projects considered for funding: need, ability to execute and state-wide import. The need was determined by an Army Corps of Engineers inspection, the state-wide import factor is met given the potential for contamination of the Mississippi River, and St Paul staff is workworked very hard to have a working proposal ready before the beginning of the legislative session.
    I gave bonding project priority to projects that will put people to work by this spring and summer. Such projects focus on our basic infrastructure: roof repair at colleges, updating sewer line, improving water processing plants and repairs at elementary schools.

  State funding for Vikings Stadium  


"64% oppose state funding for a Vikings stadium" Star-Tribune

Vikings ownership sought contributions from Minnesota taxpayers to fund a new stadium for the team. In this time of increasing class sizes, declining tax revenues, a crumbling transit infra-structure and stretched health care resources, dollars for a stadium were not a priority on my legislative agenda.   Constitutional Amendment  



Requests for funds from each sector - Arts and History, Parks and Trails, Clean Water, Outdoor Heritage - have been many, equalling about four times the funds available. The University of Minnesota is developing a 25 year plan for each of the funds to assess the effectiveness of the spending.
